I have my photos under control, using Photos on my Mac, and my iPhone storing all my photos on iCloud. My question is how to set up my wife, who also has an iPhone (and a PC), to be able to see my photos (I have the master photo library). Also to be able to have some of her own photos. Any suggestions would be appreciated.

Without sharing an Apple ID (which I don't recommend) there's no way to have all your photos sync to your wife's devices automatically. But if you have Family Sharing enabled, you and your wife can not only share iTunes, App Store, and iBooks purchases while maintaining separate Apple IDs, but you will also have a shared Family album in Photos. Anything either of you puts in this album will automatically sync to the other person's iDevices or Mac. You will both have to take the step of regularly adding your pictures and videos to this folder. It's not really that onerous once you develop the habit. You probably already sort your images into albums anyway. On your iPhone or iPad, open Photos and tap Shared. Tap Family to open the album and then tap the plus sign. go to the Collection or album you want to share and drag to select all the photos you want to add. Tap Done and then Post.
If for some reason you don't want to use Family Sharing, you can still create a shared album. Again, open Photos and tap Shared. Select New Shared Album to create an album and then name it. Tap Next and then enter the email associated with your wife's Apple ID. Tap Create. Follow the steps above to add photos to the album.
A final alternative is for your wife to download iCloud for PC and sign in using your Apple ID, this will give her access to all your photos without any further effort on your part and she can easily download images from there to her PC. However, she will also be able to access anything else you have synced with iCloud.
My recommendation is that you set up Family Sharing, if you haven't already, and use the Family album. Your wife should install iCloud on her PC and sign into it with her own ID, which will allow her to access the family photos as well as her personal photos and anything else she has synced with iCloud.
